Blackout plates are a specialized license plate option available for passenger vehicles, motorcycles, RVs, and one-ton pickups. Minnesota residents can apply for blackout plates through the Department of Public Safety. There's also a one-time plate fee of $15.50 for standard plates and $13.50 for motorcycles. If you already have a blackout plate and want to transfer it to another vehicle, there's a $5 transfer fee.
